Abstract

This research aims to examine the legal and social status of drug users in Libya through an analytical approach that integrates both legal and sociological perspectives, particularly in light of the rising rates of drug abuse and the absence of comprehensive national treatment programs. The study reviews Libyan drug legislation, especially Law No. 7 of 1990, revealing that the legal framework relies heavily on punitive measures without providing effective therapeutic alternatives or rehabilitation programs for users. The research also highlights the psychological and social impacts of drug use on individuals, families, and society, while analyzing the economic, security, and social conditions that have contributed to the spread of drug abuse in recent years. Based on the analytical legal method and the descriptive social approach, the study concludes that drug use in Libya is a multidimensional phenomenon that cannot be addressed through criminal sanctions alone. Rather, it requires comprehensive legislative reforms, expansion of treatment and rehabilitation services, and stronger involvement of social, educational, and religious institutions. The study recommends adopting a criminal policy that balances deterrence and treatment, alongside implementing national reintegration programs for recovered users to mitigate the spread of drug abuse and enhance social and security stability.
