This study examines the risks of digitalization and the culture of safety in Libya by analyzing official statistics issued by the Cybercrime Department of the Libyan Ministry of Interior for the period 2022–2025. It adopts descriptive, quantitative, and statistical approaches within the theoretical frameworks of Ibn Khaldun, William Ogburn, and Ulrich Beck.
The findings reveal a significant increase in cybercrime, rising from 742 cases in 2022 to 1,450 cases in 2024, with 1,050 cases recorded during the first eight months of 2025. The results also indicate a positive and statistically significant correlation between time and the increase in cybercrime. Social media-related crimes accounted for 75.6% of all recorded cases.
The study concludes that this increase is driven by the widening gap between rapid technological advancement and the slower development of public awareness and legal frameworks. It emphasizes the need for stronger legislation, enhanced cybersecurity, greater digital awareness, and a comprehensive national cybersecurity strategy.
